March 9th I think. Not too early compared to the concert but there were no big issues with shipping that I know of. It took almost a month to get from the US to Italy but for locals it got delivered in 2-3 days. I think it will be the same for EU

If they do the same for both US and EU they will open an online store. Be quick though since in the US they sold out in 20 mins and restocked only once. Otherwise you can buy second hand from japan but it will cost a lot since people tend to put higher prices + you’d have shipping and taxes as well. And personally you shouldn’t consider buying one at the venue since this year they have very low stock and long queues.
It’s not ai. Miku is just one of many voice banks to use with a software to set the sounds and tuning you want. It’s more of an instrument to me. Recent voice banks should have some kind of ai to make singing more realistic but many still tune everything manually.
I think it just boils down to personal preference. You might make a song using the japanese vbank and some people will like it while making it with the japanese one will appeal more to someone else. IMO it’s a gamble really. You should check both. Maybe you’re able to get a better result out of one compared to the other.
